On March, 15-16 2017, the annual “Urban and Rural Municipality Days” were held for the 13th time. During the fair-conference like event, many seminars, topical workshops and discussions took place. Although the target group were above all municipality leaders and specialist in the field, also officials from state institutions and the public sector, entrepreneurs and politicians participated. All interested parties had the opportunity to participate in the discussions and become actively involved. At the forum “Amalgamation reform and new patterns” Geomedia consultant Rivo Noorkõiv presented and participated in the panel discussion. In his presentation on “Local Governments’ regional cooperation – how to pursue it further?”, he searched for answers concerning the question how to design and organize local government cooperation in the period after the amalgamation reform. For a holistic and balanced regional policy development at the county and regional level, it is important to create regions to implement the policies. To launch “Regional Estonia”, it is necessary to establish legal, financial and cooperation mechanisms between the local government units and the central government.
