Viimsi municipality management and work organization analysis

On the 23rd of September 2015, Geomedia introduced its management and work organization analysis at the joint seminar for public officials of Viimsi municipality. The analysis was conducted based on the public sector evaluation model of the Common Assessment Framework (EIPA, 2013) and the European Excellence Model (EFQM). Moreover, for the organization diagnostics, legal act and document analysis, semi-structured interviews with municipality leaders as well as online questionnaires with public official were employed. The first survey was based on the local government officials’ competence model, developed by Geomedia. The second survey explained the different aspects of work organization and motivation. As the result of the complex analysis, specific recommendations in terms of municipality management and work organization were made.
