Appeal: The administrative reform’s start should not be further postponed

The administrative reform has been discussed in Estonia for a long time, but this has unfortunately not lead to action. In their appeal, the signatories ask the members of the Estonian parliament to adopt an administrative organization law draft in the turn of this year, because then the reform would be implemented until the 2017 local government elections. Of course, the division of national and local functions and their funding will have to be specified during the preparation work, considering different forms of cooperations of local governments. But the local governmental legislation draft is a sufficient base to start the reform.
