Local government civil servants’ need for training

An estimated number of more than 5.000 officials work in local government service. Considering the requirement of each service position and the educational background of the officials, the objective of this work is to analyze, how critical and massive the future need for special training of local government officials related to their work and function is. In the preparation of the analysis, competence based evaluation methods were used, which were drawn from three fields: education, social care, development and planning. The analysis gives insights into approaches to local government civil servants’ training systems and directs the focus of the trainings on human resources. The need for evaluation of the implemented competence-based approaches and training planning were analyzed.
